Description of problem:

If a partner account is used to run a BRE rule it can't create private comments for it's own partner group.

Version-Release number of selected component (if applicable):
5.0.4.rh95

How reproducible:
Easy

Steps to Reproduce:
1. Set-up a partner account
2. Set t as the run user for a BRE group
3. Create a rule for the group that sets a private comment for the partner group

Actual results:
Comment is rejected and a kill switch is set.

Expected results:
Comment is created with the partner group set.

On QA server:

1: Ensure Storage PM bot account is only in storage groups
2: Modify a BRE rule to create a private comment
3: Trigger rule

Bugs triggering the rule correctly have the private comment created with correct extra private groups as specified in the rule.
