Description of problem:
Some bugs cannot open with the message:
There is no rules engine rule named 'RHEL 8.0 Proposed Flag qa_ack'.

There are no rules ... did you run the scripts for Bug 1291476?

After running all those scripts,  same error.

This seems to be a bug in Bugzilla::Bug::get_activity where it's trying to combine changes in the same second from multiple rules in to a single rule, because the field name & user are the same.

Might need to reconsider the approach taken in Bug 1201616.
